ERICS-EaP — a grant of up to €7,000 for civil society organisations in the Eastern Partnership countries

When a civil society organization operates in times of crises, pressure, and instability, a strong idea alone is not enough. It also needs security, a capable team, digital protection, a clear strategy, and the resources to continue working even under difficult circumstances.
The ERICS-EaP (Enhancing the Resilience of Civil Society in the Eastern Partnership) call is designed to provide exactly this kind of support. The programme helps civil society organizations across the Eastern Partnership strengthen their resilience by investing in internal capacities that are rarely covered by traditional grant programmes.
The initiative is implemented by The Transatlantic Foundation in cooperation with the Black Sea Trust for Regional Cooperation programme of the German Marshall Fund of the United States (GMF) and funded by the European Commission. This model of support is particularly valuable for organizations working at the intersection of democratic development, human rights, civic participation, and support for local communities.

What makes this call unique
Most grants focus on funding individual projects. However, The German Marshall Fund believes that long-term change begins with strong organizations. That is why ERICS-EaP invests in the development of the organization itself, helping strengthen its resilience, internal processes, and professional capacity. The funding can be directed to areas that are rarely supported by traditional grant programmes, yet are essential for organizations to work more effectively, adapt to new challenges, and achieve long-term sustainability.

What the funding can be used for
The grant of up to €7,000 is intended to strengthen the organization rather than finance a single project. The funding can be used for:
ensuring staff safety and protecting the physical and psychological well-being of the team;
strengthening digital security, upgrading IT infrastructure, and purchasing the necessary equipment;
engaging international experts for legal, financial, strategic, and organizational consultations;
obtaining legal support;
developing communication and improving the effectiveness of outreach and information activities;
— other initiatives aimed at strengthening organizational resilience.

Who can apply
Applications are open to Civil Society Organizations (CSOs) registered in the Eastern Partnership countries or able to demonstrate a proven operational connection to the region. Applicants must explain why their organization requires this support and how the grant will strengthen its resilience and effectiveness.

How applications will be evaluated
Applications will be assessed based on the quality of the proposed solution rather than the size of the organization. The main evaluation criteria include:
— the relevance and justification of the funding need;
— the feasibility of the implementation plan;
— the expected impact on the organization’s resilience;
— the cost-effectiveness and justification of the proposed budget.

In recent years, civil society organizations have increasingly had to respond to crises, secure new sources of funding, ensure staff safety, and maintain public trust at the same time. That is why programmes focused on strengthening organizations themselves have become especially important.
